Maybe it’s pointing to the proverbial rabbit-hole.
Wow. Those guys make PennDOT (Pennsylvania Dept. of Transportation) look timely and professional.
Maybe said worker is unfamiliar with arrows. Maybe it’s just the innate orangeness of the signs that are suppose to communicate something, as in, ‘Ornage! Beware!’
It’s telling drivers they can go to hell
