Canadian Government Freely Acknowledges Country’s Second-World Status

Preparedness is a good thing, of course, but what kind of fucked-up country can’t get essential services like fresh water to its citizens in less than 72 hours?

Oh, right. I keep forgetting this is a country in which much of a major urban center’s business district can be completely shut down when a piece of plastic falls from a sign.
